Born December 7, 1909 in Takatsuki City, Ishii Ōdō (Ishii Fukio) studied Ueda-ryū shakuhachi under Ueda Hōdō. He started teaching in 1939. He belonged to the Ueda-ryū Osaka Executive Committee and was a director of the Ueda-ryū. He was also the head of the Chikuyo-kai.
